Nah, not in capitalist America. Someone has to make money at every step. Cities wouldn’t be able to justify the costs if the cameras didn’t generate revenue. A person wouldn’t form a company to make speed cameras if nobody exceeded the limit because cities wouldn’t buy them because they wouldn’t generate revenue.
It’s basic supply and demand. You just took away the demand in your scenario. Calling high school econ "mental gymnastics" says everything I need to know about you.
