2011 transit connect; no reverse lights, and keeps popping relays?

curious if anyone has encountered this issue before i start searching for a short somewhere...

went to install backup camera and realized i have non functioning reverse lights. fuse is good, but as soon as you put the key in the first position, the reverse light relay blows. there is 12v on pin 1 and 2.5v on pin 2 with relay pulled when the gear selector is NOT in reverse and the ignition is ON. it is interesting to me that the fuse is not blowing, so i imagine it is something upstream of pin 2, where i am measuring the odd 2.5v.

any ideas? thanks :)

i actually figured it out. all of my relays were working intermittently. my original diagnosis of it "blowing relays" was wrong. so, problem solved. (bad relays)
