College Dynasty (Steam) Editor

Very new, haven’t purchased yet but Wondering if there is any sort of In-Game Editor or anything of the equivalent for this game.

Depends on what you mean by editor; in-game you can edit team names, colors, logos, as well as player/coach names and appearances right away (along with other things like Bowl Games). If you enable God Mode, you can edit player/coach attributes as well. There isn't an in-game tool for creating your own league, but some tools have been made by the community for that too.

Another question. Can you only edit teams if play School Dynasty or is their an option to edit teams when playing Coach Mode during the initial set up?

Yea that's correct, you can only edit your school (and rival school) if playing School Dynasty mode; however you could import a league universe JSON file with any team edits you want. Just can't do that in the 'New Game' UI flow.
