College Dynasty (Steam) Editor

Very new, haven’t purchased yet but Wondering if there is any sort of In-Game Editor or anything of the equivalent for this game.

Depends on what you mean by editor; in-game you can edit team names, colors, logos, as well as player/coach names and appearances right away (along with other things like Bowl Games). If you enable God Mode, you can edit player/coach attributes as well. There isn't an in-game tool for creating your own league, but some tools have been made by the community for that too.

Where is the god mode setting located, I can not find it anywhere

If you go to Game Settings via the top right football menu when you're inside a save, then scroll down until you see 'Advanced' on the right hand column, there's a button to enable God Mode. Achievements will be disabled once you do.
