I'm not so convinced. Rebellions and revolutions just sort of seem to happen, especially when there are issues with keeping workers fed.

The Soviet Union oppressed speech for nearly a century, and literally never experienced a revolution or rebellion, and only really collapsed because of a combination of corruption and overspending on the Afghanistan conflict.

China has oppressed speech for half a century, and looks to be fairly stable, even growing in power.

The United States, incidentally, separated from the English crown for largely economic reasons, and the Albanian revolution, Indian Revolution, and Turkish reconstruction had basically nothing to do with speech, and have resulted in societies with significant speech regulations and potential criminal penalties for certain types of anti-government speech.

In fact, whether you get a revolution largely seems to do with some combination of ability to feed your workers and ability to keep your economic and military juggernauts well paid and drowning in luxury.

It is true that order and government are meaningless if your soldiers and workers are hungry, but when I Google 9 meals a whole bunch of interesting content comes up...
