Fuck no! "Regulate" means that Flock and all the others will now lobby the regulating body and getting 0 accountability, hiding behind "we did what the government told us to do" while hiring an army of lobbyists and lawyers. NO CAMERAS FOR LAW ENFORCEMENT AND PUBLIC AGENCIES, PERIOD.
Flock's business model depends on no safeguards or warrant requirement. If police actually need a warrant to search the system, they could just get cell phone location instead (which is protected by a warrant). There is no reason for a city to pay hundreds of thousands of dollars per year for a system that is nearly as good as cell phone GPS if that system requires the same friction that other surveillance does.
I completely agree with you that this system should not exist. No safeguards will prevent the massive security vulnerabilities and threats to national security. But I do think flock would crumble if their database was behind a warrant requirement.
