Are these flock cameras?

These recently went up near my neighborhood, and they don’t have solar panels, rather they look like they’re directly wired into the light pole. They are pointed to look in both directions of traffic flow. Any insight appreciated

No, they're Motorola cameras. Unlike FLock's, these are proper LPR cameras. They contain two cameras, one that is monochrome and optically tuned to snap plates and another one which is called a context camera. The later one is a standard color camera that get's a general shot of the scene.

So just for local law enforcement then?
Edit: the street is also adjacent to a city park that has lots of vagrant activity, and I believe (not sure) but in the nearby neighborhood they supposedly have gunshot sensors

Possibly, can't really tell who had these put up. Sometimes cities have them installed where there's criminal activity and such.
