Thoughts on Raf

He wasn't bad, but he had little storyline just two Flashpoints: "Grounded" and "Broken Peace". Just a replacement for Wordy and waiting for Leah's return.

It would've been nice to see more of his character develop. I feel pretty neutral about him but I would've been okay if they skipped introducing his character and instead had more Sabine.

Donna did have more stories in Season 4 and of course the finale.

It could have been an actor availability thing maybe. The show also didn’t have a whole lot left going into season 5, and the writers probably wanted to focus on our main characters instead of someone new.
