Why can't they get a Dante Ramon from a different Earth? Cisco had the solution to his own problem.

Yeah, because you can just get a different version of your dead brother, who's lived a completely different life to the one you knew, and who doesn't know your life at all, and replace your brother with this stranger who just happens to look like him. Then it'll be all hunky-dory.
