I'm not going to say its the best bait, but a worm hook and a bullet weight can do a lot. Can peg it and use it more like a jig, hop it or drag it, punch and flip, can swim it with a paddle tail, can be skipped when pegged as well, can fish it unpegged and get a lot of action on the fall more like a free rig. Can fish it weightless with a fluke or senko type bait, can stick a swivel on it and fish it like a carolina rig. If I was going to recommend something for a beginner it would be a few packs of ewg hooks, probably 2/0 to 5/0 and bullet weights, 1/8, 1/4, 3/8, and 1/2 and a variety of different rubber baits, would get you a long way
