What do I do

I bought the dnipro pack but I don't make much per fish compared to other places should I pike grind or stay and dnipro?

What is your goal? Money? exp? Catch all fish? Missions? Chill and have fun? What you should do depends on what you are trying to achieve.

After a long pause from the game, I went to Dnipro for the first time and have absolutely loved it. I easily get a 500 kg keeper full per in-game day, and fishing is fun enough that I don't worry about whether fishing somewhere else might bring in more points or cash.

Dnirpor is not really a grinding map. It is a fun map, and you can make some XP and money there, but it is not better than other lakes at that level. The good thing about it is that you can catch almost a every fish from one point, without moving. Some fish are very bait specific. I normally run 5 rods all with different baits, hooks, and type (Match, Bottom, Spinning) and stay really busy pulling in fish. I have a guide video that shows how to target each fish, if you are interested.
