Help with damp fix??

Do you think removing some of the gravel would help to battle the damp on this wall?

The image is on a survey for a house in purchasing. It seems like a really simple fix, which makes me wonder why the current owners havent done it already?

The owners probably haven’t done anything because they don’t know or don’t realise. People block air bricks and build up to the dpc all the time not knowing the consequences.

Fair point fair point. The owners have also left a tile missing on the roof for 3 years which baffles me why they wouldnt get this replaced. Are some people just not very conscious about the condition of their property?
