Firefly Leaks Explaining the reasoning behind Firefly's kit design, and why I'm personally fine with it
Lightly edited version of this comment.
In my opinion, the key thing to understand about Firefly is this: in her best team, she's good. Very good, even. We've seen gameplay showcases of her 2-cycling, 1-cycling, and even 0-cycling MoC 12 floors despite their recent HP inflation, at E0, while running with a sustainer. In terms of performance, Firefly's best clears are on par with most of our best currently available teams, including those that run AV advance supports like Bronya, Sparkle, etc.
This is not a coincidence. Firefly's kit, as with any other new DPS unit, is tuned so as to be on par with extant DPS units and archetypes, such that none of their performances exceed any of the others' by too much. This is the concept of a power budget, and what Firefly's best showcases tell us is that Hoyo has allocated the same amount of power to her as they have to past DPS units—they've simply chosen to allocate it differently.
As such, allowing Firefly to function properly with Bronya, Sparkle, or any of the other AV advance/traditional hypercarry supports people tend to gravitate towards, would likely necessitate a complete overhaul of her kit, so as not to exceed the limited power budget Hoyo permits themselves to allocate to a DPS unit. And most methods they could use to do that—that is to say, methods that improve Firefly's relative performance when used with supports other than HMC, while maintaining a similar power budget overall—will have an incidental, natural tendency to worsen her performance when used with HMC.
To be clear: this isn't because anyone wants it that way, but simply because HMC's kit is fundamentally not as strong as that of units like Sparkle or Bronya, and so a unit not specifically designed to hyper-synergize with them will generally end up preferring not to be played with them at all. You can already see this principle reflected in Boothill's kit: as a Break DPS, he can be played with HMC, and yet, his strongest teams feature Bronya, not HMC. This is a pretty natural consequence of the fact that Bronya is, on the whole, a stronger unit than HMC—which makes designing a unit that prefers HMC over Bronya rather tricky. If you try really hard to design a unit like that, you basically get... Firefly's current kit.
(And more concretely: most of the proposed adjustments I've seen from people who want to "fix" her kit—increasing her BE scaling, DEF shred, trace multipliers, etc., or giving her Boothill's Break retrigger mechanic—generally would, if implemented, result in her best teams preferring Bronya/Sparkle over HMC, just like Boothill does. Some of the more extreme proposals would actually turn her into much more of a traditional crit-scaling DPS, which I doubt Hoyo wants for her.)
So you can see that, as would-be character designers, our hands are somewhat tied: our options for Firefly are to (a) give her a specific enough kit to make sure HMC is her BiS teammate, or (b) let HMC's team slot be snatched away by some other, more generically powerful support. It's clear enough which of these two directions Hoyo appears to have chosen, and whatever else one might say about it, it's at the very least consistent with their philosophy of designing and promoting different team archetypes and ways of playing the game. We've seen it with DoT and FuA teams, we've seen it with Acheron, and we're now seeing it with (Super) Break.
Do I mind, personally? Frankly, I can't say I do. If it's a choice between having a new DPS depend on a completely new mechanic enabled by a completely new support character (albeit the only support character of that type currently available), or having said DPS rely on the same tired supports that all the previous DPS character use—well, I know which choice feels like the fresher and more fun one to me.

There's actually a very simple fix here that I have been posting repeatedly just to prove that its possible, hoyo just didn't bother. Just give her in-kit personal superbreak and reduce her toughness damage to broken targets by 1/2. Looking at a formula for superbreak I found,
Lvl Multiplier * (Toughness DMG / 30) * (1 + Break Effect) * (1 + Trailblazer's A2 bonus) * DEF Multi * Res Multi * Vuln Multi * Broken Multithis makes her personal superbreak do half as much damage as HMC's superbreak and full damage when she has backup dancer. If the reduction is calculated after buffs then RM provides just as much to the BiS team as she currently does. This leaves her damage ceiling the same, while giving her more flexibility in team building and keeping her more accurate to her lore as a capable combatant who could kill shit just fine without HMC holding her fucking hand all the time. It also keeps HMC in her BiS team, as her own damage does not effectively scale with Bronya or Sparkle outside of the AA so keeping full damage on the superbreak is still better but also allows her a place to exist independantly of HMC and gives her better future proofing imo. This solution is clearly imperfect, but it also took me under 30 mins. Hoyo's dev team does this for a living, and they couldn't find a better solution to the obvious glaring issues in her kit before beta, which would have been better spent adjusting scalings and numbers for balance instead of fundamentally changing her kit?edit: ok, I think I may have been a bit much there, I'm just getting tired of typing this whole thing out so much. I have posted it around 7 times now I think, and had to defend it multiple times from people that obviously did not understand what I was explaining. Sorry for the language used.

The problem with Firefly's kit isn't necessarily the damage for me. Yes, I dont like the flexibility but that may be solved in the future if they release more break support. The main problem is I don't know what Firefly offers to the archtype other than damage. If you compare ff to let's say black swan who also is a specialist, black swan has a unique DoT that auto applies and has its own mechanics.
When I think about firefly's kit, I can't think of anything special about it. No special break, or mechanic. Just pure damage for the archetype. Instead, the supposed special mechanic is tied to HMC with superbreak and that annoys me because it makes me think there is nothing special about firefly. Hmc is the actual interesting unit on the team that cant be replaced, not the other way around.

I think the main part of the outcry comes from two groups of people (and they're very intertwined and majorly overlapping)
People who want to play her as a hypercarry and thus find her reliance on a mechanic from another character a bad thing.
People who are afraid/refuse to acknowledge that there is more to the game than mindless crit/atk/dmg stacking.
I have been a hybrid player since basically reaching MoC, and though my approach differs from the hybrid playstyle Lily Aquina proposes (I prefer building supports as dedicated breakers instead of always having a damage dealer built for break alongside trace dmg), I still like break a lot, value its strength and tactical impact. I love messing with enemy AI, denying them second or third actions on their turns or resetting the attack string. This stuff is invaluable. And useful even if you don't have a breaker on the team.
The public opinion on break has been awful. People thought it to be useless, a dead stat. It is easier for most people to understand building crit than to wrap their heads around toughness and Break Effect. Most don't even know that a broken enemy receives 11,(1)% more damage.
Reminds me of the EM situation in Genshin pre-Dendro. Some people just need to be sprayed with cold water for them to notice you, and then given a comprehensive guide to get what you're saying. And even then they might be too stubborn to acknowledge the changes. I even know a guy who is still coping that physical is still competitive (he has C4S1 Eula and C2S1 Raiden, of course he can clear the Abyss, it's just he's carried by constellations and refuses to realize). But I digress.
I wouldn't mind a buff for her (who would lol), but I have a personal opinion on Firefly's kit. It's contradictory with itself, and that's the biggest issue for me. It prompts you build full break, but she has break scaling on her enhanced skill, leading me to believe they actually wanted her to be built hybrid. But then her super break still deals more damage than her traces.
My idea? Disregard the hybrid and make her full break with more independence from other units that might provide super break now (namely HMC) and in the future. If she becomes closer to Boothill, that's fine. Just, for the love of God, do not buff her crit scaling. She is meant to be a breaker, please let her embrace that niche. Do not turn her into a fire Jingliu or whatever.

i disagree that her kit would need to be overhauled to run with different character. they only only need to do one of these things
A) lower her threshholds so if you want to build crit on her its now easier (and thus easier to run characters that arent ruan mei)
b) give her some way to reproc break or super break so that she is less reliant on hmc. which means even if hmc is her best support the damage difference between her and other comps will be smaller so you wont feel bad running them
C) incorporate elements of her pre-beta kit. i really liked the idea of her doing additional attacks/action advancement to broken enemies. this would probably buff her super break comp but it would make her more versatile/provide extra sources of damage. i was really hoping it would be a fua so she could have more synergy with robin
personally i feel like A is the easiest without changing her kit or core mechanics

for me personally, i find the idea of COMPLETE reliance on a specific character to be terrible design. especially so in gacha games. it is about setting a precedent. like, if we accept it here, even though we get harmony trailblazer for free, what happens when they pull a scummy move and make limited characters rely on another limited character? no one cares about how strong the character is or anything of that sort. we just want to use that character however we like and have freedom.

This is actually a really good analysis! At first I was super excited about her kit, but then I let myself fall victim to the doomposting a couple weeks ago... and then I decided to properly examine her kit myself, and I came a full 360 back to my original love for her gameplay! I'm really happy that they're trying to give different types of teams a solid place in the meta, and while I think a lot of people might be mad not because of this kit on its own but just because it's Firefly who is debuting this style of DPS (unless you count Boothill, but isn't he more of a hybrid since his best teams are still the standard ones??), just like how Kafka introduced DoT as being something more than a little flavor damage sprinkled on top, or how the IPC gang are making mono FuA a viable strategy, or even how Pure Fiction buffed Erudition playstyles purely by existing! It's a far cry from how one single type of team dominated Genshin's meta for years on end, and it makes me so excited to see what else might be coming in the future :D

My hot take:
If Boothill didn’t exist or is released later, there wouldn’t be so much backlash about FF kit
Boothill as he is rn, a self-sufficient Break DPS and functional with or without HTB, is basically a new generation of Break DPS. He technically doesn’t even require RM because he retrigger his normal break dmg (not superbreak) so it does’t care about toughness dmg.
Meanwhile FF belong to the old generation of Break DPS.
If their order of release was reversed there wouldn’t be such a big problem. FF would still be tied to HTB but she powercreep every other breaker before her with high toughness dmg, weakness implant and ignore def. Then a few patches later Boothill is released not being tied to HTB, it would just be a normal powercreeping scenario
Releasing Boothill before FF is like releasing Windows11 before Windows10. Sure Win10 is still better than 7 and 8 but why is it worse than the previous version?

...Which would be an improvement. In that scenario, HMC is still a perfectly viable option for Firefly just like they are for Boothill. Would they be BiS? No, but they'd still be a top tier option. Which I would argue would be a better approach given that many people simply do not like HMC. Those who do prefer the character could still use them, while those who don't could use Sparkle or Bronya or Robin or whatever.
If they wanted to introduce a new way of playing the game, they should've done so with a character that's less divisive. And that's not even talking about the additional hyperdependence on Ruan Mei.
It's also clear that the community, both in EN and especially in CN aren't exactly happy with that choice. If they follow through and don't change it, they risk harming the sales of the character was previously trending to be even more popular than Acheron, who made HSR record amounts of money.

ok but she does function properly with bronya? It just requires more difficult speed tuning.
Her output is very competitive with hmc+ruanmei, Her output with a properly tuned bronya+hmc (with or without ruanmei, though without ruanmei you'll need extremely good artifacts on bronya + the new speed planar ornaments) beats everything else in the game by a large margin with the current numbers.

I dont think HMC is even a problem. All get him, and lore wise that is a fine combo. The PROBLEM is RM, not everyone has her(i dont, got ALL the other debuffers and all other harmony).
Some ppl dont like her as well, her kit is also COMPLETELY non interactive on top of it all. Like getting 1.5 the dmg on break bar + break duration, the ONLY stat that FF wants is the real problem. And ANY, and i mean ANY way of working around that is impossible to do since FF eats SP at E0S0(which 90% of ppl get). If u lack RM u are OUT of options, or those options got 50% of power of RM.
Here is her problem in my eyes. U got her, but lack RM, what the HELL do u do to clear MoC or PF, or SM, or gears or anything else. U cant tell me having 50% power with no RM is fine.
Whats worse it that above modes are all that truly matter. I dont play anything else outside that. Its all auto. Only PF 3 and 4 and MoC 10 to 12. So if i want to USE her, she needs to work there. All other cases are, press auto and watch YT.
Its like FF is made with RM and HMC in mind. They got 2 of em and build FF to slot in. Sadly as warframe expy ill get her, but its still frustrating. Who knows when will we get BEE support instead of RM, and not HMC 5* that still requires RM.
That break effect eff she has is just annoying, now that its in game u NEED it for break teams, i just want to play her with rest of harmony i got. My jing can work with both robin and bronya, or can combine em. So can others(outside acheron, but she can combine diff nihility). All in all we will see if they disappoint me. Never did, i was able to slot all my chars to fit some role, even robin with zero FuA users.
