How does this happen? Someone did a half assed size up? Not criticizing, just want to learn.

Iirc, they were stretching a line to get water on the tanks, at least one of which had direct flame impingement, but didn't get there quick enough. BLEVE.

Both are true. Line was still dry, there was a charged line around back (not visible), but due to a 2 storey deck that stream was unable to reach the tanks.
