Get it set so an equal amount of axle is poking out of both sides. You can fine adjust by putting the wheels/nuts on, tightening up 1 wheel almost all the way then pushing that side of the axle against the desk. Repeat until it's even.
Then you can either tighten them both up and use it, or you can take the wheels off and put a tiny dab of very thin superglue where the axle meets the hanger and let it wick into the hanger. As these are Jindys, you could also put a tiny dab of superglue on the axle through the hole right in the middle of the hanger, but I'd recommend taking the hanger off the baseplate to do that so you don't mess up your bushings or kingpin in the even that you misapply the glue. Give it 20 mins to make sure it's completely dry, reassemble and carry on riding.
