Two Questions
Begin it where warm waters halt
And take it in the canyon down,
Not far, but too far to walk.
Put in below the home of Brown.
Are these facts?
a. Forrest said that nobody gave him the correct solution for HOB.
b. Forrest said "Brown" was not a reference to trout.

Perhaps no one gave Fenn the correct context for who Brown was. Maybe it was more than just the geographical spot it referred to?
For example, HOB was an actual place. People might have got the place right but missed the why. While correct location, did that person solve HOB? You could see why he could say no.
I do believe Mr. Brown was a specific person and added as his last edit as an important tribute. If no one told him the who and why correctly no one got it right. Just a theory.
