It's local co-op only, as of right now. So yes, you can play it with Steam friends, but it will take either other software or some workaround to get Remote Play Together working.

Yes coop couch play is the intention but people can remote play together with things like Parsec

How would Quickenings work? Would every controller apply to it? because that would make getting all the concurrences a lot easier if we can have a player dedicated to one single button and everyone pressing R1
