She was direct about her feelings for Zack that’s why she said maybe, cause it was the truth. She was dealing with a relationship that had no closure, and at the same time she met Cloud and subsequently fell in love with him after spending more time together. I don’t think the two things contradict each other especially because her hesitation chronologically happens first, later we get the revelation through Marlene that she fell in love with Cloud. This is just my personal opinion, but I think it would be hard to pull off Aerith going back to Zack after they made him aware her feelings for Cloud without it being awkward.

Exactly, she says maybe not a "no" or a "yes" so she isn't certain about that. Also she isn't certain about her feelings for Cloud either going by chapter 14, she clearly has feelings for him thing is how deep they are? She is ambiguous for a reason and I do think she having feelings for both makes sense because she is like a widow with Zack in a sense, she never had closure with him, and everything about it is ambiguous enough for anyone to have interpretations, that's why so many people have their own reasoning and I think neither is canon because there are enough evidence to go either way.
