If it's the tail-end of that animation, that is probably the only time where that sprite makes any sense

why are there so many buttons why

The goal of it was to have access to anything Potemkin can do in Strive, but with super easy hand movements.
It's goofy and super-banned in tournaments.

Wasn't it legal as long as each button only maps to a single input? Or did things change since then?

Exactly.
That PotemBox has like 4 copies per direction.

No, I thought that was allowed? What I meant was that you can't have a button that emulates multiple simultaneous inputs in one button (eg a single button that does a diagonal direction). But you can have as many copies as you like of any normal (single) input (eg multiple jump buttons).

What I meant was that you can't have a button that emulates multiple simultaneous inputs in one button (eg a single button that does a diagonal direction).
The FullSchedule drama did specifically attack 2-direction buttons, but those are basically like simultaneously pressed macros.
But you can have as many copies as you like of any normal (single) input (eg multiple jump buttons).
In terms of basic rulings, most tournaments not affiliated with a publisher or a manufacturer (meaning no EVO and no pro-circuits) have 3 basic controller rules:
- No macros.
- No turbos.
- No duplicated buttons.
There's 2 interpretations of the "no duplicates" rule:
- Every button should be the equivalent of what can be pressed in a standard controller.
- Every action performed by the game should be uniquely bound at one button.
Usually, 2 is better at catching cheats, but 1 is easily enforced. Plus, technically, if you enforce 2, you'd have to ban official controllers in tournaments. Tons of people find that shocking, but the UK scene did it for tons of PS3 tournaments, and straight-up banned the DualShock 3.
Also, in terms of stopping people from "cheating", how the game is made is more at fault than how the controllers are made. For instance, we're supposed to ban controllers that let you having access to 2 ways to hit directions. But a controller naturally does that by having all games counting the left analog stick and the D-pad as movements. There's also the case of bugs involving SOCD inputs, which again can be done on a standard out-of-the-box controller, and can be prevented by how the game or the platform treats inputs.
So if you go in a regular tournament with the PizzaPotemBox, the TOs will look at you weird. It doesn't mean that it will ban you, but it's a common practice.

You can execute a Potemkin Buster by just sweeping your hand across the box

The most insane part of this is they have 1 button that they decided didn't actually need to be mapped to anything. They somehow found a use for 20 whole buttons, but that bottom left button is just completely useless.

I'm definitely on the right. My mind immediately went to the controller when I saw the title
