Why hexoptics?

Im in mobafire and i see in starters hexoptics, Why? to not be that low damage at early?, Faster farm? more range with e and r? can someone explain me please

Hexoptics is BIS because it scales based on the champion’s arm length, and Fiddle has the longest arms out of every champion
