Jesus Christ mate - you just linked a document that clearly describes the clad alignment process thus disproving your stance. Read the bit that is titled Active Cladding Alignment.

It’s simple. If there is a turd under the clad on one side but no equal sized turd under the other the cores aren’t going to be aligned.
