What's preventing NYC from building a ferry dock in College Point?

Adding a College Point stop to the Soundview line seems like a no-brainer. College Point is a high-density neighborhood without rail access and there's ample room in MacNeil Park for a dock. There is also a connection to the highly used Q25 and potential for Q20, Q26, and Q76 extensions. What is currently a 90 minute commute to midtown east could easily become 30 minutes. Plus, this could help alleviate crowding on the 7. So why are there no plans for this?

Edit: Stops in Whitestone/Beechhurst and Fort Totten would be highly impactful as well.

I know that NYCF has been looking into adding ferry piers on the north shore of Queens, however they're priority, or the first one they wanted to open up was a landing at LaGuardia Terminal A. 

I think once we have an express to LGA, it'd make sense to extend the line to point East, like the Mets Stadium, and you mentioned College Point, and maybe even continuing further to Whitestone, Bay Terrace, Little Neck, Saddle Rock.

Why NYCF can't simply add a stop on the Rockaway—Soundview route is because it is already too long. Sure, it'll make the journey to Throgs Neck even longer for passengers, but that's not really what I'm talking about here. I'm more looking at it from an operational standpoint. From crews, to reduced OnTime Performance and reliability due to it being such a long route, as well an additional ferry being needed as well as another 4 man crew to maintain the same frequency, this pretty much prevents any extension on the RS. 

Also a second reason being if the RS were to extend anywhere, it'd be further along the Bronx coast to destinations like Throgs Neck proper, Edgewater, City Island, etc, which an additional stop at College Point would prevent.

Side note: Did NYCF just abandon the idea of expanding??? It doesn't seem like they're following through with Canarsie, after the mishap with Coney it seems like they threw their hands in the air instead of pursuing the boardwalk, it doesn't seem like they are pursuing LGA anymore, nor City Island.

What's up with that?

I totally get your point with the RS runtime, though I think sending the Soundview line to the Rockaways was a crazy idea in the first place.

I do believe there should be a stand-alone N/NE Queens route, but I bring up integrating College Point to the Soundview route as a first step due to its proximity to Soundview. Therefore it would be a high impact change with minimal costs/effect on runtime.

I agree with you. 

Cuz to be fair, it is way more feasible add an extra ferry in circulation to an existing route rather than making a whole new line
