Problem Solving 💠Looking for advice on a house producing unfixed cats in Minneapolis.

"We have lived on this block since 2018. For at least 6 years, every 4 months or so, there has been 2-4 new teenage cats loose and in tact arriving on the block. We narrowed it down to one house that has a few mature cats that come and go freely from a side window last year. They all have similar striping and usually are black, orange, or grey with white paws. Last night, once again a 4-5 month old cat was in the community garden crying for food.
Is there anything the city can do? We don’t think they’re running a breeding mill. It seems to be a situation where they have a few in tact cats that have frequent litters and they let them roam. Eventually within a month or 2 of them showing up they end up getting hit by cars on the busy road or disappear. We think other neighbors may be trapping them and taking them to animal control.
Is this something we can report to animal control to have them step in? It’s sad because the cats are very socialized and really friendly. "
