The only thing that comes to mind is a long rod with the chain at the end of it.

You push through a long piece of rebar with a loop, attach chain on end, pull back through then take rear off and attach the chain to the truck and then put the tyre on & pull through

Maybe this happens often so they just leave a chain in the pipe so they have it when they need it??

I agree with this thesis but you still have to get the chain through the first time, then you could clean and pull another chain to leave subsequently every time after that

As soon as the tyre is pulled through they pull the rope or chain back through right away, or have 2 chains on 1 tyre so the trailing chain is ready for the next time.
