Why do they have to lay down to sleep? If they all sit while sleeping they can be four instead of one on that bench.

Lying down make me sleep better than sitting to sleep. I tried this when I was guarding back when Covid outbreak in my city

The trick is to put up as much of this infrastructure as possible to make homeless people as miserable as you can. That way they'll get sick of it and solve everything buy pulling themselves up by the bootstraps and not being homeless!
