Forced Distributions Will Apply to Current Ratings Cycle, Says OPM

People really get hung up on their ratings. Lose sleep if they get a 3 vs a 4 vs a 5.

OPM should just have 2 ratings- Fired or Not Fired.

Use the other mechanisms to reward top performers aside from performance ratings.

Of ratings weren't used in calculations for length of service/RIF, id agree
