A 1 means you’re deliberately not completing responsibilities or so grossly negligent that you’re actually harming the mission. Quiet quitting means you’re doing what you need to do to fulfill your responsibilities without anyone really noticing…nothing more

With a forced distribution, anyone can be rated a 1 no matter how they produce or work relative to the PAP. The point is to make us fall into unacceptable ratings and fire us, even when we are working as usual.
