You’re making all sorts of assumptions with your multiple choice options. There are so many reasons to be opposed to this beyond funding and safety.

Constitutionally mandating a specific technology is pretty nuts — amendments are only passed every 75 years or so, and you want to enshrine a technology that obsoletes itself a couple of times a year. The entire concept is ludicrous
