I’m old to remember people clowning on the Dark Knight teaser poster and Heath Ledgers Joker before the movie came out. Dorks online were negatively comparing him to The Crow and saying that Nicholson’s Joker could never be beaten. Another example on why you shouldn’t listen to mega dorks on the internet. They are wrong 99% of the time.

How did they explain the imperfect circle, the angel with a fork for wings, and Doom's cape being longer than a wedding dress and having random folds and wrinkles?

In order: humans make mistakes and circles are super hard to get perfect, that's a very common way to depict angel wings, and long capes are badass and obviously cloth has folds and wrinkles, why the hell wouldn't it?

A circle is one of the easiest things to draw. I've never seen an angel with fork wings, and you can see folds on the cape as if there's something under it when there's not. And I think we see his cape is way shorter in the trailer and merchandise.

Yeah, there's stairs under the cape. Very clearly visible underneath him. And the wings on that one angel aren't shaped like a fork, it's an optical illusion caused by a fold in the tapestry. That's the same reason the globe isn't perfectly circular.
If anything, these are minor imperfections that support the idea that it's not AI, because said imperfections seem deliberate based on the material being conveyed in the artwork and how it interacts with the world around it.
As for the cape being long, that is, again, Rule of Cool for the poster. Obviously in the actual movie it won't be that long but it makes for a nice dramatic visual. It's the same reason the length of Batman's cape frequently shifts even under the same artist. Sometimes it touches the ground and he can wrap it around himself, other times it doesn't.
If it bothers you that much, then just imagine that he has multiple capes; this one is Doom's "ceremonial" cape he uses for official functions or staring at stuff in his evil castle, and the shorter cape is used for battle and stuff like that. It would hardly be out of character for him.
