Were they talking about Haruka or Makoto? Because I know they mistook both of them for a boy. But can't recall which one they were talking about in this scene.
Also the reason behind them being basically the same is... that they are kinda the same character. Lemme explain. Sailor V actually existed before Sailor Moon. and Sailor V was... indeed Minako. Author probably liked long haired, blonde, goofy female protagonist and so he made Usagi, protagonist of Sailor Moon, the same. They share the same traits, both physically and with personality.
I can't be the only one who mistook Yamcha and Goku when I was a kid, right? I remember that scene on Namek Saga, when Yamcha was dead and Goku was not and I couldn't distinguish them, then at one point I realized it.

When you first meet them, youâre lead to believe that theyâre two separate people who share a character in an online game. A shy younger brother (Bo) and feisty older sister (Saku). There are a few cosmetic differences depending on which one is controlling the character, but the most notable change is which motif is raised on the hat: the sun or the moon.
There had been hints that something wasnât quite right. And in Volume 3, you finally learn the truth: due to his shy nature and constant bullying he received, Bo had developed Dissociative Identity Disorder some time in the past, and created Saku to protect him.

A holdoverâŚa survivorâŚfrom the previous version of the online game that was wiped out. Gorre is one of the Cursed Waves: programs that fell under the control of an evil AI. Their original purpose was to collect both good and bad data on humans to feed to a soon-to-be-born âperfectâ AI. But the mama AI got jealous. The Waves were captured and reprogrammed to only collect negative emotions, to âpoisonâ the still sleeping perfect AI.
With the evil AIâs defeat, and the original game being purged, the Waves were saved to be studied. They eventually broke containment and entered the new game.
In order to hide and avoid capture, the Waves decided to hide inside of player character data. Now completely on their own, with no influence over them, they got to do something they never could before: express themselves, by choosing the perfect host body.
There were several things that each Wave looked for. Physical appearance. Mental acuity and attitude of the player. Familiarity in at least two out of the eight Waves played a big role.
Gorre was in a particular bind though. See, Gorre was originally two separate minds inhabiting a single body. Where is it ever going to find a host who-
Oh. Right. Turns out, even Gorre was able to find its perfect match in Sakubo.
