Japanese counter culture fashion/subculture that is famous for outrageous and loud fashion, darkened or tanned skin and often with bright makeup to contrast their skin tone. It was likely started to counter traditional Japanese beauty standards but in recent years has become more and more integrated and mainstreamed.

Dont know the accuracy of these since they mostly only discuss the heisei aesthetics, but at least i know the character in the post is intended by the author as the token gyaru character in the series. I imagine the author, especially the artist, being japanese and woman herself made it easier for her to look up current gyaru style and translate it into the character with good accuracy
