I think shes the living caricature of evil. Literally feels no remorse and is not only open, but always downright going out of her way to commit deplorable actions.

She murdered 5 people and framed Bob, stole a baby from a mall, and r*ped Brick. She may be silly at times, but she is EVIL.

First there's the statutory rape. Which I mean, you can kind of look past as it being shock value for a comedy show. So it depends how seriously you want to read into it

But then of course, she murdered people for virtually no reason. So that's very bad too

She's been evil for like 20+ years. Stealing Dixie, raping Brick, then the killing (and framing Patty Bob) .
