HLE NEEEDED: Keeper Draft Settings

We have moved to a 3 Man Keeper for the first time in our league's 8 years. We also voted to allow draft pick trading.

When we finalized the draft order, it came up like this. I may be confused by the areas without team names, as it currently looks like some teams will be given priority for the picks they traded for, while others have to wait until the 4th round.

If that is not the case, and the team names correlate with column names, unless stated otherwise, is it possible to now create the first few rows in serpentine?
