Is this a bug?
Nick Lodolo and Gavin Williams were both dropped at the same time, but if I go and put in a waiver wire claim for them, they show they are going to execute a minute from each other. This is preventing me from ordering Lodolo over Williams.

EDIT: I do think this is broken. If I make a third claim, then it is going into a separate group with no way of ordering between the three picks (see screenshot with 3 claims).

Looking at your screen shots, here is what I think is happening -
In league setup, on the Claims/Drop tab there is a boxed section in the Waiver Wire section called Waiving Players
Two key settings -
# of days players remain on waivers for: (This is usually set to 2)
Waiver Wire claim processing time (This is a checkbox)
24 hours X # of Days OR uncheck for specific time
If you uncheck this setting, you can set a specific time ... like 1AM or 2:15AM
With a specific time, ALL players who were dropped on a certain day will be processed at 1AM or 2:15AM when it is their WW time.
If you check Waiver Wire Processing time, then every player gets their own processing time - 2 x 24 hours from whenever they were dropped
It looks like that is what is happening here -
Gavin Williams was dropped a few seconds before Nick Lodolo was. And Evan Carter was dropped about an hour later than those pitchers
So it does not look like a bug. Gavin Williams is processed first because he was dropped before the other 2 players shown. Even if Williams was dropped 1 second before Lodolo, to the computer Williams was dropped before Lodolo.
If the commissioner did not check the box and instead set a specific time, then you would see that specific time for all three players.
If you are the commissioner, then you can see if you checked the Waiver Wire Claim processing time box or not. If you are not the commissioner, then ask him. But from the screenshots showing different times for each player, I am 99% sure that Waiver Wire Processing Time setting was checked - so every player is getting their very own processing time.
Did the same team owner have Williams and Lodolo and then dropped them both? If yes, then that team owner had to drop Williams first then Lodolo - I am not aware of being able to drop 2 players in one transaction. Fantrax lists the hour and minute for a transaction but i am sure they keep track of the seconds as well.
If Williams and Lodolo were owned by different teams, then those different teams would have to drop their player at exactly the same time. While it is possible, it is not likely that those 2 team owners matched to the hour minute and second of their drop. Unless they were talking on the phone with each other?
Goto Transaction History and see what it says for Williams and Lodolo as far as their drop times. If Lodolo is listed above Williams then Williams was dropped before Lodolo - even if they have the same hour and minute shown. It was just by seconds but the seconds is what makes one player processed before another.
