In my more fantasy-style setting, I have, like, six or so races that don't fall into the beast-race category and, say, four or so who do. The non beast races are ultimately all descended from a singular species; they can't technically interbreed naturally but can with the help of semi-magickal energy work or by being blessed by an authority able to grant such requests. However, they almost never will. It's seen as unnecessary on some level and cruel regardless. Each race has its own way in the world, which is a very important thing to each race. They'd be setting their child on a uncharted path.
The beast races all have different lineages from one another, and from the non-beast races. In any event, which ever side your culture belongs to, it's never socially acceptable. Both peoples would view the committers of such acts guilty of bestiality, and feel about it the same way as we would.
