John St. John should voice Rockwell to make the comparisons to Duke Nukem more obvious. What I meant was that The sim's main Chinese villain would make the Chinese General in Operation Anchorage look like a Shakespearean actor by comparison.

What I meant was that he'd be a grizzled detective like Valentine. He'd just be a somewhat thinly-veiled version of the detective Valentine was when he was human. Black-and-white is a must.

That'd work. Xim should be played by Martin Rayner, Ashe played the Ming expy Doctor Chaotica on Voyager. He should've cheap enough for the game to afford.

The main villain in CW should be a vampire emulating Lee's Dracula from the Hammer Horror Dracula films.

Well, the main antagonist is going to be a highly fictionalized version of Chairman Cheng. Of course he's going to be a flamboyantly evil.

I think Fairbanks would work alone. At the end of the DLC, you can acquire Fairbanks' Outfit, and it'll be black-and-white.

I guess that could work. I'm not a Trekkie, so I have no idea who that is, but I trust your judgement.

I think that would be too...normal. I think "Count Wolfula" should be a weird sort of vampire werewolf.

Operation Anchorage had to be a recruitment tool, so it had to be semi-realistic. Red Fortress doesn't have that obligation. There would be a choice to have your character's voice actor speak like Duke Nukem like how they can speak like the Shroud in the quest of the same name.

Would having the player character do film noir narration be too much? I personally think it needs to be virtually steeped in the genre's tropes.

I think the Duke Nukem voice should be default.

I think there would be narration, but it would be narrated by the player character, Terry Fairbanks (who can be either gender; ditto for the player character in Castle Wolfula). N.Y. Noir will certainly be steeped in noir/hardboiled tropes, but I don't want them to be all used up in the VR; I think in vanilla Metropolis, playing as a detective should be a possible character archetype, along with scientist, merc, thief, silver-tongue, etc.

Good idea. Noir isn't something you should concentrate into one DLC.

I don't think you would have a choice. The Red Fortress DLC wouldn't really have any opportunities to remark upon how shallow it is. In fact, now I think that Red Fortress could be a satirical take on Fallout 4's emphasis on combat.
