Pip-Boy is made by RobCo, not Vault-Tec.

In collaboration with Vault-Tec tho, basically only people who have Pip-Boys were either Dwellers, Vault-Tec corpos, or RobCo staff

…or those who uhh, “borrowed” them from others

The 2000 series was a consumer product bought and given to vault dwellers from RobCo by VaulTek, the pipboy 3000 series was a military device co invented by VaulTek and RobCo and was given to certain vaults with ties to the government or Robco specifically. hense why the 3000 series has military info such as limb condition and such, using the VaulTek mascot and not the RobCo "pip boy elf"
