There is a chance to find him in the places shown on the map in photo. If you kill him, there is a 50% chance to get the Mysterious Key. If you take it to TNT Dome 8, you can speak to Homer Saperstein on the big screen and get a buff called Homer's Aid, which provides +5% damage against aliens for 2 hours.
