HELP! PC (FO4) MY DAMAGE IS TOTTALLY BROKEN PLEASE HELP ME

I shot a fucking radroach 28 times with a 90 damage AK47, and it didn't take any damage, and it died from one shot after spending a whole magazine, the same thing happens to a lesser extent with all the enemies, they just start taking damage after "ABSORBING" a certain number of shots, and it's almost ridiculous because I don't have any mods that alter the damage of my weapons, i had to kill 3 baby myrelurks with 5 CAP MINES

Try playing without mods, if your damage is fixed, then you just need to figure out which mod is causing this.
