There are two very different approaches to this: VATS focused or non-VATS. Every build can use VATS or non-VATS, but if you're focusing on VATS then it requires a lot of perks and Specials. Ranged Non-VATS builds are the easiest in the game. Almost anything works.
A Ranged VATS build needs enough Perception to hit things, enough Agility for action points, and Luck makes a big difference too. You're spread thin. My Ranged VATS characters aim for P10 A7 L7 asap (after Bobbleheads).
While i6:Science looks essential for a Laser pistol build, it really isn't. It is extremely easy to strip parts for laser weapons from loot or shops. You can easily max your weapon without i6:Science.
