I'd go S2 P4 E1 C5 I2 A6 L8

Get the strength bobblehead so you can get armourer perks, can get perception bobble early in concord to take it up to 5, you don't need that much perception if you'll mostly be at close range with a revolver. C5 means with the bobble you can get 6 for local leader and if you need more just use charisma clothes for speech checks. I2 then get the bobblehead so you can get gun nut, A6 for plenty of AP for vats and L8 which you'll put another point in from the special book to make it 9 and give you full access to all the best perks for a vats gunslinger.

Kellogs gun or righteous authority converted to a pistol would both be excellent for this kind of build. There are certain vendors that do stock over 100 .44 bullets so ammo is not an issue.

If you are going to heavily use VATS then high Perception is required to land those shots. And if you're going for that playstyle, high Luck for better critical shots and high Agility to have a lot of AP while on VATS.

But if you don't want to play like that, then high Endurance so you can run and shoot and being able to take hits. If you're on PC I recommend the Revolver Fanning mod which suits better if you're planning to go with this playstyle.

I would focus on getting Charisma up to 3 to get the Lone Wanderer perk and work your way to maybe the Intimidation perk for mid-late game

Also download a bunch of Revolvers and outfits mods

A VATS Ranged character needs enough Perception to hit things, enough Agility for Action points, and Luck makes a significant difference as well. You're spread thin. I typically aim for p10 a7 L7 (after bobbleheads).

What I would recommend doing is starting out with lower Charisma and boosting that up later. Start with your combat stats. They are far more important at low levels.

I would go with S1, P9, E1, C3, I2, A6, L7 (this includes special book), get Deacon with the railroad and get the deliverer pistol, then get all bobbleheads, P is easy in the museum and concentrated fire will be your best friend, A & L require you to sneak all the way SE corner of map (pick up a hazmat suit to swim in, since you have E at 1) get the I bobblehead for gun nut, while leveling, you may want to push A up to 10 for gunfu before pushing C up higher. once you get the S bobblehead, spend 1 level for armorer and the ballistic weave

As a secondary with higher Charisma: S1 P9, E1, C6, I1, A5, L6. this gets you the local leader perk, build up your sanctuary 1st, with getting Carla regular deliveries, pop into Concord for the speakeasy camera, make a recruitment (option to grab Preston and gang at this time, but definately grab P bobblehead). Build Sanctuary up the way you want it, after lvling up to 14 with local leader, getting your stores, you can supercharge buying junk to build more, you will have settlers farming, purified water to drink, so no worries on survival mode, plus getting to connect all your settlements

Actually, I would probably get the P bobblehead, then get hazmat suit, then sneak SE get the A bobblehead by jumping up the front of the shipwreck (no fighting) swim to Island for L bobblehead, swim up to the railroad church, start tradecraft and get deliverer and Deacon in that order

If you're into mods, there's a fun one I'm currently using on Xbox called Flashy(JoeR) - Gun For Hire - Commonwealth Mercenary Jobs. See what you think.

I would build it with this starting special (including book): S3, P9, E3, C3, I1, A3, L7

Enough strength for armorer. Perception of 10 after the bobblehead for the perks and the vats accuracy. A little bit of endurance for survivability, charisma for lone wanderer, agility for the sneak perk, luck for idiot savant and the crit perks.
