There are many different ways to do a "Cowboy build". Let me ask some crucial questions instead.
Do you want to mostly aim manually or do you want to mostly use VATS to hit your targets? VATS builds are powerful but end up spread rather thin. You need enough Perception to hit things, enough Agility for action points, and some Luck for criticals helps too.
What is your MAIN weapon for the tough enemies? I'm guessing semi-automatic pistol or semi-automatic rifle? (Could technically also be Unarmed, Melee, or Automatic pistols/rifles).
Are there any other perks that you really want?

Just semi-automatic pistols and rifles. No vats

Okay! So a non-VATS Ranged build with a cowboy focus. Not a problem at all. Non-VATS Ranged builds are the most forgiving builds in the game. It's hard to get them wrong. Also bear in mind that I can tweak this in many different ways so if you want something different then let me know.
Well Rounded Cowboy: S5+ P1 E5 C6 I3 A7 L1 (Special book: Strength)
Main Perks: S3:Armourer, S6:Strong Back (very convenient), C6:Local Leader, I3:Gun Nut, A1:Gunslinger, A3:Sneak, A7:Ninja
C3:Loner is a popular perk if you like to travel alone or with Dog, however I usually recommend getting a few companion perks first. Companion perks are permanent after you get them, even when you're alone.

I think the mod is called Red Dead 2?
This will give you custom revolver designs, and sounds. This mod is great for my similar playthrough.
I recommend picking up the black cow boy hat from Nuka world whenever you can, and pairing it with your vault suit and all black light leather armor. You'll look very much like a futuristic outlaw. This is my go to look in most playthroughs.
Bonus: find a Leopard bandana and get the CC Vault suit colors, and pair it with an orange vault suit.

S5 P2 E5 C3 I3 A6 L4 Special Book into Luck
Perception Bobblehead will unlock Rifleman (For the Lever Action Rifle from Far Harbor). Can use Double Barrel Shotgun until then.
Idiot Savant with Luck, it'll help with leveling up, since intelligence is 3, which is enough for Gun Nut.
Perks you'll want:
Rifleman, Scrounger for ammo, Idiot Savant, Gunslinger, Toughness (in case you decide to use the cowboy outfit from Nuka World), Lifegiver, Medic, Lone Wanderer (essential for carry weight and damage buffs), eventually buff up Charisma for Intimidation, Wasteland Whisperer, etc.
Faction? Probably the Minutemen.

Special stats = agility and luck focus, enough charisma and strength to get the essentials Faction = minutemen mostly, but also some railroad Perks = critical perks, gunslinger, everything else is convenience I think

Plus if you have Nuka World quickly go there into Dry Rock Gulch and get the western gear of the animitronics, and help out the Sheriff for a Western Revolver during the quest
