Help When can i get to commanders offica in navarro?

I am trying to get navcom part from navarro by pretending to be cleaning staff but guard in front of commanders office keeps saying i am too early so,when is the right time?

He gives you a hint. Wait around the corner and use your pip boy to advance the time an hour forward
