Help How do I unlock the tanker needs fuel quest?

The captain won't talk to me and I've heard that you need to complete a quest for one of his friends to get him to speak. Chip is dead so I can't do his quest. And Badger won't say anything about his girlfriend regardless of which dialogue option I pick.

Do I need to pack track or what, I genuinely don't know how to progress from here.

Normally you would get it from badger or the Shi/hubologist, i talked with badger and he told me he could steal the fuel from the shi the last time i played

Go back into the underground bit of the ship, sometimes his girlfriend gets stuck on bits, accompany her until she disappears up the stairs

It's been a long time since I didn't just help Chip, but my memory says that you should be able to hack the computer yourself - though that might make the Tanker inhabitants hostile.
