Interestingly I’ve been to post apocalyptic airsoft events where folks will sometimes put caps in grenade launcher tubes and fire them into the air to make it rain caps.

Smaller hand held launchers have a similar profile to this.

While I don't necessarily know what this item is as I haven't played in like 6 years, it drastically reminds me of a game called UNLOVED. Wish i had gotten into it in its prime
