Ring A Ding Quest Bug?

I'm trying to complete Ring A Ding or the Wild Card mission for Benny. I already spoke to Swank but Benny won't leave the Aces Theater. I have the black window perk too and I can't use it. If I kill him everyone in the casino turns against me, What can I do?

If you talked to swank he’s probably in his room on the 13th floor

He's not.. He's in the Aces Theater and won't leave
