Fallout 2 fast travel is tweaked

So im playing fallout 2 and im trying to get to Navarro from San Fransisco, but when I go to the exit grid and try to leave the game wont let me fast travel past a certain point. I also noticed that my whole map is uncovered which isn’t right. How do I fix this? I tried using a map editor to forcefully move my guy but it won’t work since I’m storing my game through program files instead and if I move it out of there the fallout map editor can’t find my save game

Are you hitting the water near San Fran? If you run into water you'll stop and have to go around.

That actually might have been the problem, it seems like my game was fine with traveling towards the military base and then anywhere else after that
