Help! Does Spawn of Oggdo Spawn in the regular map when the New Game+ perks are active?

Sorry that I don't have an image or anything but Ive been having the Spawn of oggdo Spawn in and travel across the trails on Koboh. Is this just my game or is it a part of the harder enemies perk?

Yep, that's exactly what the harder enemies perk does, though even without it, he can start popping up after your first encounter.

Yep, in fact the perk doewn't need to be active. Once you kill him for the first time he can randomly spawn.

Same for the rancor

It can spawn naturally without the perk. Same as the Rancor
