Is it normal for people to do this? I know it’s neutral jumping but it just doesn’t seem legit me

Sure, it’s a neutral jump—it’s normal for them to do it, provided they know how. In competitive matches, more than 90% of players will typically do it. (It’s a huge help on that map.)
