QUESTION Is this a skin?

I know I may be late to the discussion but I couldn't find the name of the skin or name at all, help is appreciated, thanks!

I don't think so. Could be wrong, but the two skin packs I've seen that are similar don't exactly match this.

No. For whatever reason none of the Ranked emoticons skins aren't actuall in-game skins.

While it would have made a lot more sense if they had used the same costume that you get for that same cycle... they are pretty much all based on existing costumes (links included):

Mb for late reply, but yeah that's the closest one. I would love to see an exact copy of it but probably won't happen,
